Implementation And Compliance On The Ordinance Regulating The Operation Of Internet Café In The Municipality Of Odiongan, Romblon, Philippines

Thesis Abstract / Summary:

This study was conducted to assess the Implementation and Compliance on the Ordinance Regulating the Operation of Internet Cafe in the Municipality of Odiongan, Romblon, Philippines. Descriptive-correlational research method was used in this study and the respondents were the users of internet cafes. The respondents were chosen by using purposive sampling. Frequency, percentage, weighted mean and Pearson r used to assess the derived data. Findings showed that majority of the respondents were at the age bracket of 17-19 years of age (40%), 58% were females, 66% were college level, 100% were single. A higher percentage of respondents parent’s educational attainment were college graduate (33%), majority of their occupation were farmer (28%) and majority of their parent’s monthly income fell under the bracket of below 5,000 pesos with 41%.

Findings revealed that the level of respondent’s awareness on Ordinance Regulating the Operations of Internet Café in the Municipality of Odiongan Romblon interpreted as moderately aware (WM= 2.20). Most of the respondents perceived that the internet café owners did not comply with Ordinance Regulating the Operation of Internet Café in the Municipality of Odiongan, Romblon. The relationship between socio demographic profile and level of respondent’s awareness and internet café owners compliance on Ordinance Regulating the Operations of Internet Café in the Municipality of Odiongan, Romblon attained indifferent correlation. Therefore, null hypothesis is accepted.

The researchers recommended that Internet café should (a) have a toilet and trash can inside their establishment (b) secure observe, proper wiring (c) have a fire distinguisher in case of emergency, (d) should not allow elementary and high school students with or without uniform below 18 years old to enter their establishment and play on fine computer games during class hour, (e) post a warning sign to keep students out of their establishment during class hours (f) have a transparent doors (g) must not have a cubicles (h) must set up a monitor filter to safeguard radioactivity,(i) must set up a filtering to safeguard against pornographic satanic, violent and rebellious sites,(j) lock’s the website or all sources of games in the computer during class hours,(k) owners/operators of internet café must not allow the use on consumption, as well as trade of prohibited drugs and intoxicating beverage and cigarette with the permissions of the internet café establishment.    Keywords: Implementation, compliance, ordinance, internet cafe
