This study aimed at assessing the status of management functions of the public secondary school principals in a division in terms of the following : (1) planning; (2) budgeting; (3) organizing; (4) staffing; (5) leading ; (6) motivating ; (7) evaluating and (8) rewarding and the status of student services in terms of the following : (1) medical and dental services; (2) school canteen services; (3) school safety and security services; (4) library program ; (5) guidance and counselling services ; (6) sports program and (7) spiritual and outreach programs in the Division of Romblon.
The study employed the Descriptive –Developmental method of research with the Input, Process and Output (IPO) as assessment model. Using the multi-stage and purposive sampling methods, a total of three hundred thirty three (330) respondents were drawn from eleven participating schools composed of program supervisors, principals, teachers and students enrolled during the school year 2009-2010. Questionnaires, interviews and documents such as books, memoranda and teachers magazines were utilized in gathering the data.
This study revealed that the status of eight principals’ management functions in the Division of Romblon as perceived by four groups of respondents was very satisfactory with planning as the first in rank ; leading and motivating ; the second , evaluating ; the semi-last and rewarding; the last. Moreover, it exhibited a gap of 0.98 from the intent of Total Quality Assurance (TQA). On the other hand, this study revealed that there was no significant difference in the perception of respondents on the status of planning, budgeting, organizing , staffing , motivating, evaluating and rewarding functions of principals. Nevertheless, significant difference was revealed on leading function. Moreover, findings revealed that all variables of student services were related with each other.
Furthermore, this study found that the status of school student services of the Division of Romblon as perceived by the four groups of participants was satisfactory with sports program as the first in rank; medical and dental
services ; the second , guidance and counselling ; the semi-last and library ; the last. Moreover, this status of student services was found to have big gap of 1.51 from the intent of Total Quality Assurance (TQA). Moreover, there was no significant difference in the perception of participants on the status of medical and dental services, school canteen services, school safety and security services, library programs, sports program and spiritual and outreach programs but significant difference was shown in guidance and counselling services ,. Moreover, findings revealed that all variables of management were related with each other. Furthermore , over-all findings revealed that both components of management functions and students services were moderately related with each other.
This study highly recommends that both management functions of principals and the school student services should be upgraded based on the intents of Total Quality Assurance (TQA) especially in rewarding , evaluating, library program and guidance and counselling services. Moreover, improvements could be done by conducting enhancement programs or other means, as the case may be or replicate this study in other regions focusing on the effects of student services or management functions on student achievement . Furthermore, the prepared handbook may be used by concerned principals in order to improve their management tasks.
