The thesis investigates the reasons behind the shift in Greece's position towards Turkey's application for EU membership, beginning from the submission of Turkey's application in 1987 and including all the years through 2004. The thesis culminates in the events leading to the Helsinki European Council Summit of 1999, where Greece shifted its position in the most evident way. That is from being the constant stumbling block for Turkey's European aspirations to becoming one of Turkey's most ardent supporters. The shift in the Greek government's position is explained through a portrayal of the events, the people involved and a deep analysis of why and how the change in policy occurred.
