This study focuses on the emergence and development of Basic Christian Communities (BCCs) in the Diocese of Boac since its inception 24 years ago. The investigator used both historical and descriptive methods of research to unveil qualitative and quantitative data relevant to the history of the local BCCs especially in determining the persons and entities which were instrumental in the establishment of BCCs.
The building of Basic Christian Communities in the diocese was conceived on September 17-21, 1979 during the pastoral management workshop-seminar of the Diocese held in Sta. Cruz, Marinduque. The tool used in organizing Christian communities was BCC-KRISKA (Kristiyanong Kapitbahayan) and its main activity was Bible Sharing among the members.
March, 1982 was a turning point for the Social Action Commission when the glaring problems (socio-economic, political and ecological) of the people paved way to the utilization of BCC-CO – a tool using conscientization and organizing strategies instead of BCC-KRISKA.
Historical materials, key informants and survey results revealed the following names of people and entities responsible for the emergence and development of BCCs in the Diocese of Boac. They articulated the names of Bishop Rafael M. Lim, Msgr. Senen M. Malapad, Sr. Mila G. Velasco, Herendia P. Manoos, Rafael S. Soleta, Lunaly Mangana, Evelyn Mendoza, Simplicio Opis, Enriqueta Mayores, Lydia Mauzar (Lydia M. Lumagui), Ernesta M. Paglinawan, Villaluz Villaruel (Villaluz V. Pahilagmago), George V. Sapunto, Adora Ricaplaza (Adora R. Sapunto), Celedonia Rocha (Celedonia R. Naranjo), Bernardita Lintot and Fr. Allan L. Malapad. While entities mentioned are PBSP, APHD, LUSSA, NASSA, AMA, MISEREOR, Austrian Catholic Women’s Movement, French Embassy, CEBEMO, BCC-CO Luzon, BCC-CO Philippines, FMM Sisters, Agustinian Sisters and Lay Forum Philippines, the Social Action Commission, Community Organizers, Community-Based Health Program, Marinduque Social Action Multi-Purpose Cooperative and Marinduque Council for Environmental Concerns.
The study explores the three-fold mission of the BCCs as a basic unit of the church namely: prophetic, priestly and kingly mission.
Under the kingly mission programs and activities undertaken, Community Organizing Program ranked number 1 with 90% of the respondents in entire Diocese said that it was undertaken. This is followed by Cooperative Development (81.3%). It is also through BCC that the people became aware of their political rights. This is the result of voter’s education (76.7%) given to the people that made it ranked 3. But this will not be possible without the regular meeting/assemblies of the members (76%), which ranked number 4. Likewise Socio-economics undertakings made it to the top five among these activities (66.7%).
Of the identified programs and activities under its priestly mission, the following are among the top five: organizations of people and fiesta celebration that both got a percentage of 79.3%; worship and prayer (73.3%); bible-service (69.3%); and, block rosary/prayer meeting (67.3%). While, the least undertaken under the priestly mission includes membership to choir (18.7%), blessing people/things (18.7%); taking communion to the sick (21%), rituals for planting/harvesting (25.3%); and, distribution of communion (26%).
The top five activities undertaken in the whole Diocese under its prophetic mission are Bible-reflection/bible sharing (87.3%); faith-life reflection (78.7%); study session; seminars and signature campaign both having percentage of 76%; and, community interaction (74%).
In the process of implementing the BCC-CO thrust of the diocese, problems and struggles have been encountered by the community organizers (CO) and community organizing volunteers (COV). It is sad to say that insufficient fund is the recurring problem in the conduct of the different activities. This is manifested by the claims of almost all of the respondents in the study (93.33%). Barangay officials are also indifferent to this endeavor (84.67%). Aside from this, difficulties in organizing the grassroots (81.33%) was also mentioned. Most important is the support of the clergy which is very much needed. In 1997, seven out of 20 priests were supportive of the program. This shows lack of support of some priests in the whole diocese (81.33%).
To address these problems, respondents posed the following solutions: for insufficient fund. The solution articulated is submission of project proposal to funding agencies (68.67%); for indifference of barangay officials, close coordination and collaboration was resorted to (74%); for environmental problems the solution is signature campaign (72.67%); for difficulty in organizing the grassroots the solution is to motivate CO and COVs (75.33%); and for lack of support from the clergy, the solution is to involve the clergy in BCC activities (67.33). Moreover, testimonies of key informants add more colors to the history and development of BCCs in the diocese. Their initiatives to solve these problems are noteworthy and their perception on the future of the local BCCs in the Diocese of Boac were revealed.
